publication fails when input file has no LFN in fjr #1075

beacuse in this case the dictoinary created by from ProdCommon.FwkJobRep.ReportParser import readJobReport lists '' as parent, instead of an empty list. see https://hypernews.cern.ch/HyperNews/CMS/get/crabFeedback/7360.html
