DataDiscover fails for DBS3 it there is an invalid file #1090

the internal structure to map LFN's to file dictionaries is not filled for invalid files, so must be carefult not to use it see problem report https://hypernews.cern.ch/HyperNews/CMS/get/crabFeedback/7414/1.html
