upgrade DBS3 client to 3.2.4b #1109

Stefano,

Can you get this version of DBS client into any new CRAB releases? Fortunately I have not heard noise about new CRAB releases in a while. :-)

The new release on CMSWEB yesterday has all the required code in both server and client to run the fast EvetsPerDay script. In order to run the script you would need to have the current DBS client ( version 3.2.4b). The code is in your-Client-dir/utils/DataOpsScripts.
