make it work w/o dummy $GRID_ENV_LOCATION #1151

if no var. is found for grid setup, print a warning and hope needed stuff is in the path, as it happens on SL6

needs a small fix to ProdCommon/Storage/SEAPI/ProtocolLcgUtils.py so that it uses scram unsetenv. for this I reopened https://github.com/dmwm/ProdCommon/issues/14
