in 2_11_1 make sure that proxy is there and X509_USER_PROXY defined also when using CAF #1224

since it is now needed to talk to SiteDB

only easy way is to force proxy check no matter what the scheduler is, since it is needed in any case to talk to SiteDB

while I am at this, enforce that the only myproxy server we use is myproxy.cern.ch, since there's no other myproxy anyhow
