crab -publish fails with python 2.7 #798

DBS was updated and fix releases in client 2_8_2

client 282 did not contain the patched DBSAPI need to reopen will fix in 283

users will also need to use CMSSW_6_1_x or more. Nothing more we can do on crab side.
