TUrns out there is no need for the general solution, I simply replaced check of host name with check that local SE (from site-local-config) and remote SE (from crab stageout) are the same and are at vanderbilt.edu, and then try Lstore.
And close here.

if runing at same site as stageout destination try local protocol before lcg-cp
in the very short term could make this work for Vanderbily/Lstore only
