should only be allowed for one job at a time, reduce risk of useless, harmful, requests, like storms of glite-loggin-info or condor_q

only allow one job in each postMortem command /local/reps/CMSSW/COMP/CRAB/python/crab.py,v <-- crab.py new revision: 1.245; previous revision: 1.244
