max_wall_clock_time shoudl work for any scheduler #895

allowing users to reset default watchdog limit. Otherwise should make sure watchdog default is 48 for all schedulers where this is not supported. see e.g. https://hypernews.cern.ch/HyperNews/CMS/get/crabFeedback/6651/1/2/1/1/2.html

Done. Also added support for cpu_time_limit in crab.cfg /local/reps/CMSSW/COMP/CRAB/python/cms_cmssw.py,v <-- cms_cmssw.py new revision: 1.396; previous revision: 1.395
