in job wrapper make stdout and fjr world readable #904

so that once pulled to the submission server they can be looked at by monitoring services which run w/o root privilege.

fix tested and committed /local/reps/CMSSW/COMP/CRAB/python/crab_template.sh,v <-- crab_template.sh new revision: 1.111; previous revision: 1.110

forgot that after stageout crab_fjr.xml is created anew, changing permission after running cmsRun is not enough, do it again after Modify Job report /local/reps/CMSSW/COMP/CRAB/python/crab_template.sh,v <-- crab_template.sh new revision: 1.112; previous revision: 1.111
