flag empty ISB in remoteGlidein #956

throw a clear error if ISB is empty at https://github.com/dmwm/ProdCommon/blob/master/src/python/ProdCommon/BossLite/Scheduler/SchedulerRemoteglidein.py#L77

instead of obscuring failing later beacuse shortFileList is not defined

fixed in PRODCOMMON_0_12_18_CRAB_58 need to modify PrepareTarBall.sh
