report to dashboard actual target site list, not only their # #4425

with ref. to https://github.com/dmwm/CRABServer/blob/master/src/python/TaskWorker/Actions/DagmanCreator.py#L613 the report to dashboard should instead be a string with the actual list of destination site. Up to 1k characters can be passed. It is difficult that list is longer, but when it is we can put "Many_More" or similar as last site. after the first "," at the left of char 990. see same issue for Crab2, we want to have consistent behavior https://github.com/dmwm/CRAB2/issues/1200

@belforte Can you have a quick look into https://github.com/AndresTanasijczuk/CRABServer/compare/sites_to_dashboar?expand=1 and tell if that's what we should do.
