Replicate CRAB2 preserve and increment seeds functionality #4535

CRAB2 allows each seed in the random number service to have one of three types: random, increment (seed from config file + job number), or preserve (never change what's in the config). We currently only do the first. The second is needed, probably the third is as well so we should just implement it at the same time.

seems users do not scream for this, but keeping it open as permanent documentation in case we need to come back to this
