Rucio-ASO should properly handle job/task termination

properly handle things when

• PostJob fails a job after ASO timeout (7 days currently)
• crab kill command is sent

ASO should cleanup DID's in Rucio and make sure that open blocks are closed so that files properly transferred get published.
