Migrate to new SiteDB #2514

This is a placeholder for new SiteDB integration with DAS.

valya: New set of changes came into 8b9e5125e077a71cbff68dd13b74e71e135d5ef5commit. It covers the following queries site=T3_US_Cornell group=DataOps user=vkuznet user=vkuznet@gmail.com

All changes tested against SiteDB V2.2 deployed at cmsweb-testbed.

valya: I need to use site-names API to look-up CMS name, then use site-responsibilities APIs get emails. This should be done by using '''site=site_name''' attribute matching. The same matching can be used with resource-pledges API. Then I need site-resources '''name''' match '''site, site_name'''.
