CDR: evaluation of the current WM system projected to on the HL-LHC scenario

Impact of the new feature WM in general

Is your feature request related to a problem? Please describe. This ticket is meant to collect information about the HL-LHC requirements, from the model that David Lange has been extensively working on. One of the ideas is to consider the current WM system functionalities and evaluate whether it would fit into the projections for HL-LHC. This evaluation should help us to identify weak areas within the WM system that need to evolve for HL-LHC. This information will be of paramount importance for the Computing Conceptual Design Report (CDR) as well.

Describe the solution you'd like The following information needs to be collected and documented as a baseline data for WM HL-LHC evolution:

discussion of the current vs HL-LHC scenario for WM (see what is considered (or missing) in the HL-LHC model implemented by David L)
try to define the WM requirements for HL-LHC, including the most important resources to be taken into consideration (CPU, GPU, memory, disk, tape, network)

We are not supposed to go deep into these discussions, but instead to understand - and document - what the requirements will be, which areas deserve more or less attention, etc.
