Create new repository and basic repo structure for the new generation of microservices

Impact of the new feature WM microservices v2

Is your feature request related to a problem? Please describe. This is a sub-task of the project to create a WM microservices framework: https://github.com/dmwm/WMCore/issues/11821

Describe the solution you'd like Create a new github repository under the "dmwm" organization (named is still TBD: WMMS, WMMSCore, WMMSCommon, WMCommon, WMMicro, any votes?)

This new repository needs to have a basic content structure, such as:

• LICENSE
• NOTICE
• README.rst
• ChangeLog
• .github
• .gitignore
• requirements.txt
• src/
• bin/
• etc/
• tools/
• test/
• docs/
• examples/

In addition, WMCore developers need to be granted the usual permissions to this repository.

Describe alternatives you've considered Name is yet to be determined. Some files/directories might be added/dropped as well as people provide feedback.

I can work on this one. As for the name, I like WMMSCore and WMMSCommon, any preferences?
