Add Heartbeat status into the HTTPFrontend #715

This is the number #1 request from DataOps - they need to know that all the components that make up the agent are alive and well via the HTTP management interface, a la T0Mon.

evansde: Would combine this with the WMAgent Flightdeck ticket #383

Basically, add WMCore.HTTPFrontEnd.WMAgent package that creates a WMAgent index page and add the heartbeat as a linked page from there. Could also include a link to the agents couchdb and other local web interfaces.
