Adding short tracks resolution in DQM GUI offline layout #1297

This PR is to add the short tracks resolution pT histograms to the DQM GUI offline tracking layout (related PR to CMSSW is https://github.com/cms-sw/cmssw/pull/43613).

Local tests were successful as can be seen in the image below.
