Tags and Quicklisp #7

It appears that the version of Clingon on Quicklisp isn't in sync with the tags here. It looks like they're using master snapshots, rather than releases. In the past with a library of mine I had to ask them to switch to releases: https://github.com/quicklisp/quicklisp-projects/issues/2077 Could we do the same for Clingon?

I don't really have a strong opinion on release tags vs latest master branch. If you think that's a useful thing, please consider submitting an issue with Quicklisp on my behalf.
