@yihhwang This is just a code review of the changes I've made; no need to be completely up-to-speed on how Parliament2 works. If you want to be completely up-to-speed, though, I can fill you in. Thank you!

As CI has not been set up yet: note that this has passed the platform tests, including the case that created the bug in the first place

Thanks! I'm going to be busy for a short while onboarding the interns, but afterwards I'll talk to Andrew about it.
