build minimal glnexus_cli docker image in CI #184

Travis CI Release configuration also builds a little docker image with glnexus_cli and jemalloc, and pushes it to https://quay.io/repository/mlin/glnexus

Modernize Travis environment & remove some vestigial stuff.

Coverage remained the same at 93.381% when pulling b7fa64de1c7b09a52490a4aa0b72cfd8b2160e4d on mlin-travis-modernization into aa32d1112ebe6a23ae6ae0d333f54b8a23d8d0a8 on master.
