DeepVariant preset config (v1) for WGS and WES #190

Hi Mike,

This PR adds two new presets for merging DeepVariant gVCFs: DeepVariantWGS and DeepVariantWES. I made the old DeepVariant preset basically an alias of DeepVariantWGS for backwards compatibility, for users who were already using the experimental version (please let me know if there's a way of programmatically set this as an alias instead of copying the config).
