setting add_max_alleles_per_site for DV for version 1.1.12

Coverage remained the same at 93.333% when pulling 30f753bfa90e424f5e975a9607148e3cc0679f5e on 1.1.12-1_add_max_allele_dv into 2b032b2a4109ae0b0b140365775c6f16204105c7 on v1.1.12-1.
