Add installation instructions for the plugin in Windows, including copying hidapi.dll and following Plover's wiki

Hah, I was just about to open an issue bemoaning the lack of instructions and/or it existing in the plugin registry! If this gets merged, I'll happily flesh it out at least Mac instructions as well (it took me forever to find months-old Discord discussions about how on an ARM Mac you need to specifically install hidapi via an x86 brew instance)
