Setup SoundExchange standard operating procedure

For Mike: Need to publish internal instructions for our administrtors showing how to upload files to SoundExchange and submit for verification.

Also needed (by dev team):

• Lambda function that will email team@dnbradio.com anytime a SoundExchange file is added to our S3 bucket.

I've updated the Laravel scripts to automatically push a file on the first of every month to our S3 bucket. Details are written up in our SOP and stored in google docs. Will share with the relevant people including Eve and Rob. We could automate this further by using Http to loginto SoundExchange and perform the appropriate HTTP requests; however it needs to be a multi-step process and needs some guardrails to ensure the files we upload are not out of the ordinary in terms of number of streams and such.
