integrate AIRAC 2110 hotfixes from vatspy-data-project #12

vatspy-data-project released update 2110.2 integrating a PR to change VATPAC sectors significantly without providing any detailed discussion/issue. That update appears to be rather urgent as it was filed under a "hotfix" branch and couldn't wait until cycle 2111.

However, there appear to be new/further issues regarding Australia which are still not fixed: https://github.com/vatsimnetwork/vatspy-data-project/issues/430

As this may result in another hotfix release due soon, wait with an update to the proxy for a short "cooldown" period to include those pending fixes as well.

There are reports of issues apparently belonging to the "hotfix 1" data. While a PR for the linked issue has been merged to a "hotfix 2" branch a few days ago it has not been released yet. API also still indicates the "hotfix 1" release is current.

Not updating yet due to unclear reports about errors; updating to "hotfix 1" release could make things worse for affected users (at least in theory).
