More detailed permissions #6043

Summary

Provide dnn permissions at a more detailed level.

new DetailedPermissionProvider inherit PermissionProvider and adjust detailed permissions for use in the DNN Platform
update web.config with DetailedPermissionProvider
populate the Permission table with detailed permissions

Fix #6042

I'm gonna need to put my thinking hat on this one. Not sure of the possible implications of changing the provider. Also, if we reset the SQL scripts in v10.0.0, we need to make sure any pre-10 scripts also get merged... And then, do we bring this into v10 or next minor ? I think this could be all discussed in the next approvers meeting IMO.

@tvatavuk I rebased the release/10.0.0 branch if you want to rebase this PR on it so that duplicate changes don't show in the diff.
