[Bug]: Malformed resource files #6053

Is there an existing issue for this?

What happened?

Seems recent versions are distributing resx files that are malformed. Not yet sure how.

Steps to reproduce?

Go to Site Settings -> Languages
Click on Verify Language Resource Files

Current Behavior

The result is that a couple hundred files are listed for en-US as bad formed

Expected Behavior

No files should be detected as wrong

Relevant log output

No response

Anything else?

No response

9.13.3 (latest release)

What browsers are you seeing the problem on?
