Topo to Raster failed #4

Topo to Raster failed due to culvert layer not being in correct projection.

There was an issue with the way the parameters were being validated. This is fixed in dev. When we merge the changes with the master version will work. When I say "work," I mean the tools will not let you run them unless the inputs are in Wisconsin Transverse Mercator projection.
