Connection to CDL server always fails on first attempt #6

When running steps 6.2.2 and 6.5.2, connection to CDL server always fails on first attempt. However, succeeds when attempted a second time.

Windows 7 Pro
ArcGIS Advanced 10.2.2

After the Tool attempts to ping the server, the following error is returned:

The CropScape server is down. Please try again later, or download local 
Cropland Data Layers at 
http://www.nass.usda.gov/research/Cropland/Release/index.htm
