Consider mandating order of block items in the written file #37

It might be nice to allow readers to build structures with pointers rather than indexes into tables. But that requires the basic info to appear in the file, and so be read into memory, before the items that reference them appear. CDDL does not (I believe) mandate the order in which keys appear. Even if it did, the current CDDL is not correctly ordered from that viewpoint.

This cannot be done in CDDL and places restrictions on CBOR output. Perhaps another general CBOR question, so not appropriate.
