Clarify meaning of ignoring RR types

If an RR type is ignored, I think we should retain the original *COUNTs and just not have the data appear in the extended lists.

What should happen if an ignored RRtype is the QTYPE? Should the query-classtype be recorded, or should the field not appear in the QuerySignature?

Alternatively, ignoring an RR only applies in responses.

Alternatively, perhaps what should happen is that:

ignoring an RR only happens in responses.
ignored RR sections should appear, we change rdata-index in QueryResponseExtended to optional and omit it if the section is ignored.
This would mean that *COUNTs are unaffected.

This seems to me to have the minimal impact on the overall data flow.
