Use env variable for phone number

For the functionality "urgent contact", remove phone number from code and rather use an env variable.

• Add endpoint (with tests) to retrieve expert contacts. The user need to be authenticated, exactly like the endpoint to send en email.
• Add a call to that endpoint in the frontend, with the OIDC token.
