Option to prevent PeerBlock to close when certain programs are running. #270

Have a option to add a list of programs. If you try to close out of
PeerBlock with one of the programs are running, you receive a warning,
"Warning: program_name_here is running, if you would like to exit
PeerBlock, please change the setting of PeerBlock or exit program_name_here"
