Let PeerBlock run as Service in background, Enable when certain program is opened #271

Have PeerBlock as a Services (lists disabled, lists updated on startup).
Have a list of programs in PeerBlock, if one of them is opened, Peerblock
will then enable the lists, and begin blocking IP's, and when the program
is closed out, have the option to exit PeerBlock.
