Push notifications of new contracting opportunities to external services #22

We can gather a more comprehensive list later, but let's add a couple of services as a decent proof of concept. I'm thinking:

[x] Twitter
[ ] CIPList (if we can get access as a municipality?)
[x] Arbitrary HTTP endpoint (http://requestb.in/ is great for testing this)

Anything else?

I love this idea. I think the best next step is to do a bit of a market scan to get a rough sense of which the biggest sites are that cities actually use.

Definitely. Might build in Twitter & HTTP endpoints while we're waiting, but will wait on CIPList.
