Consistent GUI interface across DD surfaces, including

Likely needs to be implemented in doc-detective-common for portability.

Functionality could include

Serve GUI together with #61 form server
Connecting to self-hosted #61 servers
Connecting to local #61 servers
Connecting to bundled #61 in #60
Run tests
View historical test reports individually or in aggregate
Run coverage
View historical coverage reports individually or in aggregate
Build/edit tests
Build/edit configuration
