pandoc: create a binary plugin instead of the script plugin #164

The initial plugin has been created during Hackergarten at Gr8conf 2018. https://github.com/docToolchain/pandocGradlePlugin

As soon as it is available from the gradle plugin repository, the script plugin should be replaced with the binary one.

I created a general bintray account for doctoolchain. The import of the Github organization „doctoolchain“ hasn‘t been done already.
