In docbook.paged.xsl there is a template that matches the xlink:href Attribute (around line 55). It writes the string value of the attribute in paranthesis.
Feature request: this behaviour should be controlled by a boolean parameter.
I was unable to customize this particular template in a customization layer, because it has an xsl:next-match inside. Copying it to a customization layer leads to your original template.
