Section 4.4.2 describes the overriding mechanism for localization templates with $ v:custom-localizations .
Maybe you could add a hint that this works only for existing groups. It is not possible to define new templates for groups that are not defined in the base localization files. I understand (now) that this is what the term overriding says, but since I fell into this trap i think it could help to give a clear statement in the Reference Manual.
