Filterout is not supported for assembly structures #140

The assembly structure does not support the filterout element design.

Perceived behavior: processing an assembly structure with or without a filterout element in a module has no effect.

Expected behavior: a module that includes a filterout element is included or excluded from the resulting XML document based on the setting of a condition XSL parameter.

Peter,

it seems that you have been working on fix in your fork of repository. If the fix is ready could you please create pull request so it can be merged into the main codebase?
