关系标注功能无法使用 #2314

创建项目时勾选了，use relation labeling 导入文件也是txt 但只能进行实体标注 点击tab 的 labels 选项报错 报错信息如下： Whoops, 404 The page you were looking for does not exist

参考issue #2263 的解答，已解决该问题
