[Health Check] Should check more settings #1146

Health check does not check for the encryption key, which can lead to errors misunderstanding. Also, we must check for settings concordance like jwt (if jwt is enabled, the jwt key must not be empty)

Mail configuration isn't mandatory but it would be nice to send an email to the platform admin when running the health check
