Avoid hard commit when adding/updating SolR indexes

The current code is forcing hard commit at every update or addition to the index. This is unnecessary and slowing down operations.

• [ ] Force hard/soft commit after a period (see https://solr.apache.org/guide/6_6/updatehandlers-in-solrconfig.html)
