Merging tags fails. #45

2022-12-21 00:13:19.7431 [WARN] [DocIntel.WebApp.Controllers.DocumentController] User 'admin' attempted to merge tag '00000000-0000-0000-0000-000000000000' with '00000000-0000-0000-0000-000000000000' without legitimate rights.

This the the admin user that has the Merge rights.

Reproduction. In my case I had actor:Gameradon and tried to merge my flub actor:Gamaeradon into it. The webapp goes instead launches to the login screen.
