Fails when using Juniper VPN #554

When a Juniper based VPN is active Docker Toolbox does not work.

Windows 8.1 (build 9600) and Docker 1.12

@bbodenmiller Did you recent changes help with this? Or it's still existing issue? Unfortunately we have some pretty chronic issues around VPN

Unfortunately recent changes didn't help. Any ideas on things I could troubleshoot? Problem seems to have to do with networking issues as it appears I can either get Docker to connect local machine or I can get VPN to work but not both.
