Update buildroot to 2023.11.2 #190

(I want to play with / test #188 before merging this, but figured it was worth opening)

Once we get https://github.com/docker-library/official-images/pull/16356 (and https://github.com/docker-library/busybox/pull/191) settled, merged, and successfully deployed, I'll rebase this and pull it back out of draft.

Heh, and now there's a 2024.02 :smile:

I'll make a new PR soonish.
