dockerfile for 1.2.19 #226

I made a dockerfile for an older version of Cassandra as part of an effort to put the open source version of reddit (dependent on older Cassandra) on docker-compose. I hope others might find this useful as well.

Since this version has been end of life since roughly 2014 (https://en.wikipedia.org/wiki/Apache_Cassandra), we won't be building an official-image of it. Users are welcome to use this Dockerfile for their own needs!
