Add "NPM_VERSION" updating to update.sh and bump npm version #20

(adding it to 0.8, since 2.1.2 now supports 0.8 solidly)

The new assumption here for update.sh is that you have a local node:latest image, but I think that's reasonable for how easy it makes the update check.
